The black out of 1977 was bad for the city, but it was great for music and culture. With the city in financial ruin, the Mayor has just cut the police force by 5,000 officers. School budgets cut art and music. The Bronx had a wild culture of DJ'ing, break dancing and graffiti writing. It might have never left the neighborhood had it not been for a day when lightning struck and the power went out all over the city.
